Within the framework of the EU-funded project PATF, the LINPICO/Adam Smith consortium is currently searching for experts for the following missions:

NON-PRINCIPAL EXPERT RESIDENT IN NIGERIA
- Objectives of the mission
The overall objective of the mission is to support the implementation of the Tax Transition Programme in Nigeria.
The specific objectives of the Expert’s mission are:
- Objective 1: To implement VAT in Nigeria in accordance with the ECOWAS Directive, which allows for the harmonisation and management of VAT according to good practice.
- Objective 2: To contribute with the PATF core experts to facilitate the coordination and monitoring of the PATF (logical framework and work plan of tax administrations; etc.);
- Objective 3: To strengthen advocacy and tax policy analysis by civil society, private sector, parliamentarians, academia and promote public debate on VAT and other indirect taxes in Nigeria.
- Profile of the expertise required
Candidates’ CVs should be submitted in the EU format in English and French. The non-principal expert must have the following profile
Qualifications and skills
- Have a university degree (at least 5 years of higher education) in public finance, taxation, economics, quantitative techniques, management of tax administrations or similar disciplines;
- Have a good grasp of fiscal policies;
- Have an understanding of the tax system and reforms in Nigeria;
- Have a good knowledge of tax expenditure management in Nigeria;
- Ability to implement VAT reforms in Nigeria;
- Have a good command of the methodology of problematic diagnosis; the conduct of analytical and multi-variant studies;
- Demonstrated experience in formulating tax policies and reforms in African countries based on results-based management;
- Have at least one significant study in institutional development, planning/roadmap; strategic action plan; etc.
- Have good experience in regional integration and transparency issues;
- Good knowledge of public finance; macroeconomic/fiscal framework of developing countries;
- Have a very good command of MS office software;
- Experience in programme monitoring and evaluation would be an asset;
- Have a good command of the English and French languages.
General professional experience: (i) at least 10 years experience in public finance; analysis of public finance statistics (TOFE); of which at least 5 years in a developing country context; (ii) proven experience in results-based management (logical framework, definition of performance indicators, elaboration of multi-annual action plan, elaboration of ToR, etc.); (iii) strong aptitude for teamwork, coordination and facilitation of working groups.
Specific work experience: Have worked in several developing countries on institutional development, capacity building and budgeted work plan development.

The specific objectives of the Expert’s mission are :
- Objective 1: To introduce VAT in Liberia in line with the ECOWAS VAT Directive, which allows for the harmonisation and management of VAT according to EU standards;
- Objective 2: To contribute with the PATF core experts to the coordination and monitoring of the PATF in Liberia (logical framework, tax administration work plan, etc.);
- Objective 3: To strengthen advocacy and analysis of tax policies by civil society, the private sector, parliamentarians, academia and to promote public debate on VAT and other taxes.
- Profile of the expertise required
Candidates’ CVs should be submitted in the EU format in English and French. The non-principal expert must have the following profile
Qualifications and skills
- Have a university degree (at least 5 years of higher education) in public finance, taxation, economics, quantitative techniques, management of tax administrations or similar disciplines;

3. TWO SHORT-TERM EXPERTS FOR THE ELABORATION OF A STRATEGY IN FAVOUR OF CIVIL SOCIETY ORGANISATIONS FOR THE REINFORCEMENT OF THEIR CAPACITIES TO CONTRIBUTE EFFECTIVELY TO THE EFFICIENT MANAGEMENT OF VAT.
- Objectives of the mission
The overall objective of the mission is to strengthen economic development civil society organisations (CSOs) in their advocacy for VAT compliance and in monitoring and evaluating its administration.
The specific objectives are:
- To identify, group and organise civil society associations by developing initiatives for their benefit through training, with the aim of appropriating Community standards in the field of taxation and value added tax in particular;
- Develop a strategy to strengthen the ability of associations to work together at local, national and sub-regional levels through the sharing of experiences between peers. In doing so, the experts will integrate the gender issue into their initiatives;
- Strengthen their capacity to analyse reports on VAT management and tax expenditure so that these organisations can contribute to a citizen’s watch mission. In this perspective, the experts will propose concrete capacity building actions adapted to homogeneous categories in order to enable them to support effective advocacy for the implementation of VAT, the rationalisation of tax incentives and particularly for the introduction of VAT (in countries that have not yet implemented VAT);
- Enable the creation of thematic exchange frameworks within which collective proposals for the improvement of VAT legal provisions are built;
- Encourage the promotion of Public-Private Partnerships (between associations and administrations, B2G); Partnerships between associations (B2B) and the academic and research community to better understand the challenges of tax issues;
- Promote the recognition of the collective action of CSOs by adopting them as a credible force of proposal able to act in complementarity with the services of the State engaged in the promotion of citizenship;
- Determine, together with the tax authorities, the types and groups of tax information that are accessible to citizens with a view to strengthening tax transparency, the accountability of the authorities to the public and the traceability of tax revenues.

Expert N°1 : Senior Expert in Civil Society Organisations, Head of Mission
Qualifications and skills
- Graduate in law, economics, organisations or other similar disciplines (minimum 5 years of higher education);
- Have a good command of problematic diagnosis methodology; the conduct of surveys, analytical studies of institutional and regulatory frameworks;
- Demonstrate a good understanding of OSCE issues: legal environment, organization, institutional capacity building, advocacy, financial management and performance evaluation of OSCEs;
- Good knowledge of MS office software (WORD, EXCEL, POWERPOINT) as well as knowledge of the use of the internet and e-mail;
- Have at least 2 significant experiences in the field of civil society organisation in Africa;
- At least 2 studies in organisational analysis, business planning in the sub-region;
- Experience in regional integration issues;
- Good dialogue, communication and knowledge transfer skills;
- A good command of the French language and a knowledge of the English language. The ability to work in French, English and Portuguese is a great asset.
Expert N°2 : Senior expert in tax economics :
Qualifications and skills
- Hold a degree in public finance, law, economics, statistics or an equivalent qualification (at least 5 years of higher education);
- At least 10 years of professional experience in public finance, tax management including VAT, and monitoring and evaluation of tax policies;
- Have proven experience in strategic planning, preparation of action plans according to results-based management;
- Have worked in at least two different countries covered by the Tax Transition Programme;
- Have a good knowledge of the EU VAT Directives;
- Professional experience in analysis and/or management of tax reforms;
- Have a good knowledge of regional economic integration issues;
- Good dialogue, communication and knowledge transfer skills;
- Good knowledge of MS office software (WORD, EXCEL, POWERPOINT) as well as knowledge of the use of the internet and e-mail;
- Bilingualism: Have a good command of the French language and a knowledge of English. The ability to work in French, English and Portuguese is a great asset.
- Duration and location of the mission: The mission, of a duration of 40 man-days per Expert, will be spread over the period July – September 2021.

4. TWO SHORT-TERM EXPERTS FOR THE REVIEW OF THE COMMUNITY DIRECTIVES HARMONISING NATIONAL VAT LEGISLATION
- Objectives of the mission
The objective of the mission is to revise the WAEMU/ECOWAS Directives on VAT management. Specifically, the Experts will focus on
(i) Analyse the content of the WAEMU and ECOWAS Directives;
(ii) Carry out comparative analyses with the VAT directives and legislation of other countries, while referring to regional and international best practices;
(iii) Identify provisions subject to change;
(iv) Propose projects in line with best practice.
The aim of this mission is not to change the current regulatory course, which would involve recasting two directives. This work should be done in the medium term and in another framework.
- Profile of the expertise required
The two Experts will work together to achieve the expected results of their work. They should each possess the following relevant qualifications and skills
Qualifications and skills
- University degree or equivalent in economics, taxation, law, finance or other equivalent disciplines with a minimum of 5 years of higher education;
- At least 10 years of professional experience in the field of Value Added Tax (VAT) policy, administration or consultancy, including at least 5 years in the design and implementation of VAT rules and procedures at national, regional or international level;
- At least 10 years’ experience in regional or international taxation;
- Good communication and teamwork skills;
- Proficiency in common computer tools (Word, Excel, PowerPoint);
- Proven knowledge and experience in the application of results-based project management systems is an important asset.
- Have very good drafting skills and have written several drafts of legislative/regulatory texts;
- Bilingualism, including a perfect command of the French language and a good working knowledge of the English language.
- Duration of the mission
The mission, which will last 35 man-days per Expert, will be spread over the period July – October 2021.

5. TWO SHORT-TERM EXPERTS TO DEVELOP A METHODOLOGY FOR HARMONISED MONITORING AND EVALUATION OF FISCAL TRANSITION WITHIN UEMOA AND ECOWAS AND THE MEMBER STATES AND MAURITANIA
- Objectives of the mission
The overall objective of this mission is to define a harmonised monitoring and evaluation system for the fiscal transition of the UEMOA and ECOWAS Commissions, Member States and Mauritania. The implementation of the PATF monitoring and reporting system, built on the existing one, will serve as a model to achieve this overall objective.
The specific objectives (SO) of the mission are
- SO 1: Make an in-depth problematic diagnosis of the monitoring-evaluation system of fiscal transition programmes within WAEMU and ECOWAS and in the Member States and Mauritania. Thus, we will analyse i) the relevance of the architecture of existing institutional arrangements and the roles assigned to the main monitoring-evaluation institutions, ii) the durability and clarity of the mechanisms (laws, decrees, directives, decisions, memoranda of understanding, arrangements, etc.) organising the monitoring-evaluation of tax transition programmes in the WAEMU and ECOWAS, and in member states and Mauritania.) organising the monitoring-evaluation of the fiscal transition within the two Commissions and the West African States; and iii) the existing tools (indicators, database, action plans of the monitoring committees, budgets for programme monitoring-evaluation activities, etc.); and iv) the importance of the authorities’ support for the monitoring system, the culture of results and transparency in the management of public affairs.
- SO 2: Propose relevant reform measures to improve the legal and institutional framework and the functioning of existing mechanisms within WAEMU and ECOWAS. These reforms will aim to make the institutional functions of a monitoring and evaluation system operational;
- SO 3: Propose key reform measures to enable administrative bodies (ministerial focal points, programme monitoring committees, national statistical institutes, CSOs, the private sector and parliaments) to play their full role in programme monitoring, evaluation and reporting.
These reforms may include:
- Reviewing and drafting amendments to the laws, decrees and orders creating and organising the monitoring committees. These committees should be able to assist the tax administrations in adopting and implementing their strategic orientation plans, as these plans are essential for monitoring the activities of the tax transition programmes;
- The precise description of the positions and profiles of the managers of these structures;
- The elaboration of a common action plan for the Monitoring Committees and the two UEMOA and ECOWAS Commissions, in order to strengthen the coordination of monitoring and reporting activities according to a common calendar;
- Identification of states where monitoring committees do not exist.
- Profile of the expertise required
The two Experts will work together to achieve the expected results of their work.
Expert N°1 : Expert in programme monitoring and evaluation, Head of mission.
Qualifications and skills
- The expert should have a university degree (at least BAC +5) in economics, quantitative techniques and databases, management of administrations or similar disciplines;
- Have a good command of the methodology of problematic diagnosis; the conduct of surveys, analytical and multi-variant studies;
- Have two proven experiences in strategic planning, elaboration of action plans according to RBM; monitoring and evaluation of economic programmes, statistical collection and analysis;
- At least 2 significant studies in institutional development, business planning/roadmapping;
- Have at least 2 significant experiences in the field of monitoring and evaluation of economic programmes in African countries;
- Have a good experience in regional integration issues;
- Good knowledge of public finance; macroeconomic/fiscal framework of developing countries;
- Have a very good command of MS office software;
- Have a thorough knowledge of the main methods of statistical analysis or modelling;
- Have a good command of the French and English languages.
General professional experience: i) at least 15 years of experience in statistics collection/analysis and results-based management (RBM) approach, of which at least 10 years in a developing country context; ii) proven experience in RBM and databases; iii) strong ability to work in a team in a multicultural context, to coordinate and to facilitate working groups
Specific work experience: Have worked in several developing countries on institutional development, capacity building and budgeted work plan development.
Expert n°2 : Tax expert and senior lawyer
Qualifications and skills
- Graduate in law, economics, organisations or other similar disciplines (minimum 5 years of higher education);
- Have a good command of problem diagnosis methodology; conduct surveys/investigations, analytical studies of institutional and regulatory frameworks; and demonstrate a good understanding of CSO issues: legal environment, institutional capacity building, advocacy, financial management and CSO monitoring and evaluation;
- Good knowledge of MS office software (WORD, EXCEL, POWERPOINT) as well as knowledge of the use of the internet and e-mail;
- At least 2 significant studies in institutional audit, organisation and activity planning;
- Have a good experience in regional integration issues;
- Have a good knowledge of public finance and the West African sub-region;
- Good dialogue, communication and knowledge transfer skills;
- A good command of French or English. The ability to work in French and another language, English or Portuguese, is a great asset.
General professional experience: At least 15 years of professional experience in economics or law, institutional development and results-based management approach, of which at least 10 years in a developing country context.
- Duration and location of the mission
The mission, which will last 50 man-days per Expert, will be spread over the period April-July 2021. Due to the constraints of the COVID 19 pandemic, home-based work days (telecommuting) may be granted as the situation evolves. Studies in ECOWAS countries and Mauritania will be necessary for discussions with stakeholders on the monitoring and evaluation of the tax transition
